The ground rules for using 400Tools. In short: use the tools lawfully, your documents stay yours, Premium is cancel anytime, and we keep things as simple as the product.
Last updated: October 12, 2026
These Terms & Conditions ("Terms") govern your use of 400Tools.com and its tools, features, and services (collectively, the "Service"), operated by 400Tools ("we", "us"). By accessing or using the Service, you agree to these Terms and to our Privacy Policy. If you do not agree, please do not use the Service.
If you use the Service on behalf of a company or organization, you represent that you have authority to bind that entity to these Terms.
400Tools provides browser-based tools for working with PDF and related document formats — including merging, splitting, compressing, converting, editing, signing, and protecting documents. Features may be added, changed, or removed over time as we improve the product.
The Service is provided both free of charge (subject to limits described in section 7) and as a paid Premium subscription (described in section 8).
You can use the free tools without an account. An account is required to purchase or manage Premium and to sync settings across devices.
You agree to use the Service lawfully and responsibly. You must not:
We may suspend or terminate access for anyone who breaches these rules.
You retain full ownership of every document you process and every result you generate. We claim no rights over your files or their contents.
To operate the Service, you grant us a limited, non-exclusive license to process your files strictly as needed to deliver the feature you requested (for example, merging the PDFs you selected). This license exists only for the duration of processing — as described in our Privacy Policy, browser-processed files never leave your device, and server-processed files are deleted immediately after the result is delivered.
You are solely responsible for your documents, including their legality, accuracy, and your right to process them. You should keep your own backups — the Service is a processing tool, not a storage or archival service.
The Service itself — including its design, branding, logos, text, and software — is owned by 400Tools and protected by intellectual property laws. These Terms do not grant you any right to copy, reverse engineer (except where such restriction is prohibited by law), or redistribute the Service or its branding.
Feedback you send us may be used to improve the product without obligation to you.
Core tools are free for personal and commercial use, subject to fair-use limits which may change over time — currently files up to 50 MB and PDFs up to 100 pages, plus rate limits that protect the service for everyone.
Free use is provided "as is" without guaranteed capacity or priority. We may adjust limits, and we may offer or require Premium for usage beyond them.
Please contact us before initiating a chargeback — most billing questions are resolved quickly. Unreasonable chargebacks may result in account suspension.
To keep the free tools free, 400Tools may display advertisements served by third-party advertising networks, including Google AdSense. Ads are clearly distinguishable from our own content.
The Service relies on third-party infrastructure (such as Supabase for accounts and Paddle for payments) and may link to third-party websites. We are not responsible for the availability, content, or practices of third parties. Your use of a third-party service is governed by that party's own terms.
The Service is provided "as is" and "as available" without warranties of any kind, whether express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
In particular:
To the maximum extent permitted by law, 400Tools and its operators shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or for any loss of profits, data, goodwill, or business opportunity, arising from or related to your use of the Service.
Our aggregate liability for any claim arising out of or relating to the Service shall not exceed the greater of (a) the amount you paid us in the 12 months before the claim, or (b) USD $50 if you are on the free plan.
Some jurisdictions do not allow certain limitations; in those cases, our liability is limited to the fullest extent permitted.
You may stop using the Service at any time and delete your account from your settings or by contacting us.
We may suspend or terminate access if you breach these Terms, if required by law, or to protect the Service and its users. Sections that by their nature should survive termination (including ownership, disclaimers, liability limits, and governing law) survive expiration.
We may update these Terms as the Service evolves. The "Last updated" date at the top will change when we do. Material changes will be highlighted on the site or notified to signed-in users where appropriate. Continued use of the Service after changes take effect constitutes acceptance of the revised Terms.
These Terms are governed by the laws of England and Wales, without regard to conflict-of-law principles. The courts of England and Wales shall have exclusive venue, except where consumer protection law in your country of residence grants you the right to sue in your local courts.
If any provision of these Terms is found unenforceable, the remaining provisions remain in full force. Our failure to enforce a provision is not a waiver of it.
